Time trials use too easy problems

When I start a time trial at 15 kyu, most of the problems I see are listed as more like 25 kyu. I do not know if this is intentional, as I have been unable to find a description of what time trials are meant to do, but I would have thought the problems should not be 10 kyu easier than the specified level.
