I'm a newbie in adding problems, so please correct me if I'm wrong, but while a problem is in my sandbox, it is not public for others to see, right?

How do I publish it then? When I edit it and mark the check box "Problem active on the site", it still does not get published. When I edit it again, the checkbox is not marked although I marked it and saved.

Does it take a while and I'm being impatient?

should be instant and automatic. uncheck it from sandbox, check it for active on site.

everyone can see your sandbox.
